2. Establishing Rapid Reporting Systems to Ensure Food, Medical, and Medicinal
Product Safety
(1) To ensure that both Taiwan and Mainland China are able to receive timely notification in the event of
food, medicinal product, and cosmetic incidents, a quick notification system has been established
by both parties. Contact window communication and enhanced safety management measures were
employed in order to quickly eliminate doubts for the general public in both Taiwan and Mainland
China.
(2) In 2014, Mainland China authorities notified Taiwan of 667 nonconforming food products exported
from Taiwan to Mainland China, of which 535 cases were found to conform to the regulations of
Taiwan (with the violations resulting from differences in standards of both countries) and 132 cases
were found to have violated the regulations of Taiwan. Causes of nonconformities, in descending
order of incidence, were 141 cases of labeling issues, 122 cases of microbial content, 43 cases of
colorants, 37 cases of preservatives, 28 cases of imports without inspection and quarantine permit for
access, 26 cases of heavy metals, 13 cases of sweeteners, nine cases of bleach, one case of animal
medication, one case of pesticide, one case of mycotoxin, and 245 cases for other causes. The 132
cases of violation were reported to the competent health bureau following the
Procedure for Handling
Food Product Exports from Taiwan Determined to be Nonconforming
. Food exporters were provided
with consultation to encourage compliance to regulations of other countries. Actions were taken
against the violating cases as well.
